Happiness would be only marginally more difficult to measure that'product' so why not ? Although I would be wary of the methods for collecting the data. Look what happend when box ticking becomes more important than people in Staffordshire.
It is getting one's priorities right that is important.
Definatly a step in the right direction, and one that I think would work well with the possible future changes to the NHS. Though one to be taken with caution I think its all too easy for these ideals to become totalitarian.
